Port of Skagit Commission
The Port of Skagit is governed by three elected Commissioners, each one representing a separate district within the overall Port district. The role of the Commission is to set policy, authorize major expenditures and appoint an Executive Director who is responsible for administering policies of the Port of Skagit. Port of Skagit Commissioners are elected to six-year terms.
Commission meetings are held at 2 p.m. on the second Tuesday of the month and are open to the public. Special meetings are scheduled on an as-needed basis. The Commissioners meet in the Hearing Room at the Port of Skagit administrative office at 15400 Airport Drive, Burlington, WA 98233.

Kevin Ware
Dr. Kevin Ware was elected to the Port of Skagit County in 2001 and lives just outside Mt. Vernon in Port District 1. He is Board Certified in Family Medicine and works part time as a physician for The Everett Clinic and also serves as a shipboard doctor for Holland America.
Dr. Ware is a Commissioned Officer in the US Public Health Service, one of the nation’s uniformed service branches that is committed to the service of health. He has been in the Reserves since 1976 and his present rank is O-6, Naval Captain. In 200 he completed the USPHS Disaster Response Advanced Officer Training Course. During Hurricane Katrina response, he was deployed twice as an emergency room physician and shipboard medical director and most recently he has volunteered at COVID-19 testing facilities.
Ware is also a former professional pilot and flight instructor, and still works from time to time in those capacities. He also holds a US Coast Guard Merchant Marine Master’s Certificate. With his wife and other family members, he has been actively involved in the business of real estate construction and investment since 1980.
Dr. Ware holds many professional memberships and stays engaged in several community groups and activities related to his work and interests. He and his wife Kari have been married for more than 40 years, have two grown children and five grandchildren living locally, which allows them to enjoy time together boating, camping,
flying to interesting places.

Steve Omdal
Steve Omdal was firstelected as a Port of Skagit Commissioner representing District 2 in 2012. His motivation for deciding to run for the Commissioner position was to bring new ideas and a “for profit” business background to enhance the ability of the Port to improve job creation and economic development for all Skagit County residents.
Omdal’s business background is in sales and management with pharmaceutical company Wyeth-Ayerst / BASF as well as Federal Express. This experience helps him offer insights and direction to the Port staff on how best to support the Port tenants and their business goals. He is always looking for way to maximize efficiencies while providing excellent service to customers at the four Port 4 enterprises.
As a Commissioner, Omdal enjoys collaborating and working with leaders throughout the county to advance Port of Skagit’s goals and bringing community jobs that complement the lifestyle and character of Skagit County. As a lifelong Skagitonians raised on a dairy and crop farm in Bow, Omdal embraces and understand the importance of value-added agriculture in our community and the necessary infrastructure for production, manufacturing, and marketing for the industry.
Omdal is a graduate of Burlington-Edison High School and holds an Associate of Arts degree from Skagit Valley College plus a Bachelor of Arts degree from Western Washington University with a Washington State Elementary Teaching Certificate. He is actively involved in Kiwanis at a local and regional level, as well as a variety of agricultural and community leadership groups.

Bill Shuler
Bill Shuler has served as a Port of Skagit Commissioner since 2010. Shuler lives in Sedro-Woolley, serves Port District 3, and has an unabridged love for Skagit County.
Bill Shuler is highly interested in economic development, believing a strong economic base with sustainable living wage jobs is the foundation of a healthy community. This begins with a robust, active Port. Shuler is totally committed to the well being of the citizens of Skagit County and energetically puts his broad experience, knowledge, and skills toward making the Port of Skagit even stronger.
Shuler has a wealth of experience in both private and public management, including 27 years as Executive Director of the Skagit County Community Action Agency, a large nonprofit corporation. He has held management positions with Skagit Valley College and Washington State Office of Community Development. He also worked as an associate planner with Skagit County Planning Department, where he developed and authored the county’s initial overall economic development plan, among many other projects.
Shuler has an extensive experience providing leadership to community boards and councils organizations and has been an active member in countless organizations that work to strengthen the economy and serve the needs of all Skagit County residents.
Shuler’s family moved from North Carolina to Skagit County when he was a child. He graduated from Sedro-Woolley High School, Skagit Valley College, Western Washington University, and the University of Washington, holding an MPA degree. He and his wife Nora have two grown children and
two grandchildren.
