Port of Skagit Commission
The Port of Skagit is governed by three elected Commissioners, each one representing a separate district within the overall Port district. The role of the Commission is to set policy, authorize major expenditures and appoint an Executive Director who is responsible for administering policies of the Port of Skagit. Port of Skagit Commissioners are elected to six-year terms.
Commission Work Sessions are held at 2 p.m. on the first Tuesday of the month and are open to the public. Regular Business Meetings of the Commission are held at 2 p.m. on the second Tuesday of the month and are also open to the public. Special meetings are scheduled on an as-needed basis. The Commissioners meet in the Hearing Room at the Port of Skagit administrative office at 15400 Airport Drive, Burlington, WA 98233.

Kevin Ware
Dr. Ware is a Commissioned Officer in the US Public Health Service, one of the nation’s uniformed service branches that is committed to the service of health. He has been in the Reserves since 1976 and his present rank is O-6, Naval Captain. He has completed the USPHS Disaster Response Advanced Officer Training Course, and during Hurricane Katrina response, he was deployed twice as an emergency room physician and shipboard medical director. Most recently he has volunteered at COVID-19 testing facilities.
Ware is also a former professional pilot and flight instructor, and still works from time to time in those capacities. He also holds a US Coast Guard Merchant Marine Master’s Certificate. With his wife and other family members, he has been actively involved in the business of real estate construction and investment since 1980.
Dr. Ware holds many professional memberships and stays engaged in several community groups and activities related to his work and interests. He and his wife Kari have been married for more than 40 years, have two grown children and five grandchildren living locally, which allows them to enjoy time together boating, camping, and flying to interesting places.

Melanie Mankamyer
Commissioner Mankamyer brings her nearly 30 years of experience as a Civil Engineer to her position on the Port Commission. The variety of projects and clients she managed during her tenure has prepared her for this new chapter as a Port Commissioner. Her main focus was on assisting small water systems with limited budgets plan and execute projects to replace aging infrastructure and maintain compliance with ever more stringent regulatory requirements so they can provide their customers with safe drinking water. Prior to becoming a civil engineer, she worked on the space station program at McDonnell Douglas.
Commissioner Mankamyer is a graduate of Cal Poly, San Luis Obispo (BS – Aeronautical Engineering) and UC Irvine (MS – Civil Engineering), and has a variety of certificates including Project Management, Watershed Master, and Wilderness First Aid. She teaches classes for water and sewer operators through the Evergreen Rural Water of Washington and mentors young engineers.
Commissioner Mankamyer moved to Skagit County in 1996 with her husband where they found the perfect place to set down roots. She is active in local kayak and woodturning clubs, and turns finger tops for children at events in Mount Vernon, Anacortes, and Bellingham. She volunteers with the Forgotten Children’s Fund delivering toys on Christmas Eve. She enjoys gardening, traveling, walking her dogs, and is excited to be able to represent District 2 as Commissioner.

Mahlon Hull
Commissioner Hull has an extensive background in service, within our own community and beyond. As an Air Force and Air National Guard retired veteran, Mr. Hull’s work took him abroad, serving in the middle east, Antarctic, and Somalia, while domestically he provided relief efforts in the aftermath of Hurricane Katrina and Hurricane Andrew. Locally he’s volunteered with the Hamilton and Clear Lake Food Banks and more recently at the Heritage Ranch in Bow —all of which are experiencing higher demand for services during the pandemic.
Commissioner Hull’s extensive service record is complemented by his education and work experience in the private sector. His alma maters include Skagit Valley College, Washington State University and the University of Arkansas, as well as several military distinctions and aviation trainings and certifications. He is a Boeing 777X engineer, a Pastor, a US patent holder, a devoted family man and now an elected official ready to serve the citizens of Port District 3.
